This year at the International Whaling Commission, a proposal for a whale sanctuary in the South Atlantic was put forward, but failed when a 75% agreement amongst member countries was not met. Opposition was considered to be lead by Japan, Norway and Iceland. The sanctuary would have covered an area larger than Russia with the hopes to reduce many of the human impacts on whales such as boat hits.
